ARRL Offers Emergency Communications courses.
EC-001 is an entry level course, including review of the FEMA IS-100 and IS-200 courses along with amateur radio specific content.
EC-002 and EC-003 are more involved courses intended for County-level Emergency Coordinators and District-level Emergency Coordinators respectively.
